Here are the best observatories where you can enjoy picturesque views of Tokyo free of charge. Not only located in the city center, from these spots found around Tokyo you can take in various different views of the urban landscape.
Asakusa, one of the leading sightseeing spots in Tokyo, also has a free observation platform at the Asakusa Tourist Culture Information Center located in front of Sensoji.

There is an observation space on the 11th floor of the shopping complex Shibuya Hikarie . Compared to other observation spots, it is quite spacious, which makes the open feeling of the view unparalleled. At the present, Shibuya as a whole is undergoing redevelopment, and from this spot, you can view Shibuya's changing elegance in style.

Hoku Topia is a cultural facility located a ten minute walk from Oji Station on the Keio Arakawa line. On the 17th floor of this building you can take in the view of the residential side of the city, which is quite different to that of the city center.

The 20th floor lobby of the Nerima Ward Office is also an observatory. It is a spectacular spot where, on a sunny day, you can even see Mount Fuji in the distance, and is open every day from 9:00-21:30, which means you can enjoy the views here from morning to night. Please note however, that this observatory is closed on the fourth Sunday on the month.
